It does not work like that if you want democracy within the United States of America. Previous administrations were entitled to spend money the way their mandates from the electorate permitted. The present administration needs to start afresh examining all avenues to earn money including the tariffs that you have been announcing over the past 4 weeks of Presidency. But Ukraine does not have to pay back a dime of previous aid money spent by the United States of America.
